Contact Council – Ensure a Proper Phase 2 Feasibility Study
At its May 20 meeting, City Council included $1 million in its fiscal year 2025 budget for a Phase 2 Municipalization Feasibility Study. That’s important and positive. But we’re concerned that the study may not arrive at the answers we need, or do so fast enough. Here is our July 18 press release that detailed these concerns: https://annarborpublicpower.org/news/press-releases/ann-arbor-for-public-power-calls-for-objective-and-timely-phase-2-study/ At the end of August, city staff released a Request for Proposals (RFP) for contractors to complete the Phase Two Feasibility Study. As we feared, the RFP did not ask for the contractor to include a legal analysis in their final report. Thus, unless we can influence Council to amend the RFP before an applicant is selected, the ultimate study is very likely not to come to the single value that the public deserves.
